For later events, individual actions are timestamped when they occurred. For all post-reform events, individual actions not leading to a collective action are omitted. For all panel recusals, only the members of the old panel that were not members of the new panel are recorded as being recused, and only the members of the new panel that were not members of the old panel are recorded as being assigned. On 1711a, IIRC comex and pikhq were ineffectively assigned (due to comex being supine), then consented, then were effectively assigned, so the order of events will end up looking weird even after things are fixed (because the ineffective assignment will remain omitted).
