This is complete now.  Please treat this as pre-emptive gratuituous
evidence that I believe these timestamps to accurately represent the
Date: headers of the relevant messages.  At the same time, feel free
to check for errors.  Meanwhile, I'm now going to work on figuring
out the simplest way to feed these into the 'events' table.

"Reform" refers to 1 Aug 2007, the approximate time when Zefram's
judicial reform proposal was adopted (changing initiation of appeal
from "automatically on third call for appeal" to "with 2 support",
and resolution from "automatically on third appeal judge's decision"
to "upon panel action").

"As block" means that individual actions (intent to initiate appeal,
support for initiating appeal, intent to cause panel to act, consent
for causing panel to act) have the same timestamp as the collective
action (which is thus correct).  For later events, individual actions
are timestamped when they occurred.  For all post-reform events,
individual actions not leading to a collective action are omitted.

For all panel recusals, only the members of the old panel that were
not members of the new panel are recorded as being recused, and only
the members of the new panel that were not members of the old panel
are recorded as being assigned.

On 1711a, IIRC comex and pikhq were ineffectively assigned (due to
comex being supine), then consented, then were effectively assigned,
so the order of events will end up looking weird even after things
are fixed (because the ineffective assignment will remain omitted).
