With the following I hope to eliminate situations where a vote of
OBJECT would result in a given vote achieving quorum, making the
objector's vote that allows the vote to be accepted.

Example: Quorum = 5
Votes of 4 SUPPORT and 1 OBJECT.
The objector's vote gives an outcome of ADOPTED.  The objector would
have been better off not voting in this case, leaving a result of
FAILED QUORUM.  However, the risk of all objectors not voting is that
the proposal attains quorum any way, and but would have been REJECTED
if objectors cast their votes.

Proto-Proposal: Quorum Busting

Amend rule 955 (Determining the Will of Agora) by amending part (a) to read:

      (a) If there is more than one available option, and the number
          of distinct voters voting SUPPORT who submitted valid
ballots is less than
          quorum, then the outcome is FAILED QUORUM, regardless of the
          remainder of this rule.  Otherwise, the decision achieved
          quorum.
