Because Ribbons are (currently) boring. First, they use the same language from VCs. With VCs, there were common VC gains that had to be paid attention to (you need to keep submitting good proposals to get more Red VCs) and more exotic ones that weren't strictly mandatory. Now, the common VC gains just turn into Ribbons you can assume you'll have for the win, and are not very interesting. The ones that seem more in line with the theme of you-can-only-have-one-- the exotic ones-- are few in number. All the rest should be removed and replaced with more gain methods actually written for Ribbons. But if that was done, Ribbons would just be fancy Patent Titles that you can use to win. To fix that you'd have to introduce some kind of system for transferring or using Ribbons... but then Ribbons would serve the same purpose as Notes.
