The formatting of your proposal fails to make it clear where the new rule text ends. Usual practice suggests that the note in brackets is probably not intended to be part of the rule, but we have occasionally had bits of rationale inserted into rules, so it's not totally clear. Your formatting makes no distinction between the rationale and the preceding substantive paragraph.
You should explicitly delimit the rule text within your proposals. The preferred way is to indent it six spaces, in the style in which the ruleset is published, while leaving the surrounding proposal text unindented. For that matter, it's also a good idea to explicitly delimit your proposal text to separate it from the surrounding message. -zefram
