What happens if e does not announce these numbers?  Rule 2152
differentiates between possible/permissible/recommended for a reason.

"0. Phase is an attribute of the Rumble Contest that behaves as if the
rules defined it as a switch with values Idle (default), Contestant
Submissions, Contestmaster Submissions, Bidding," etc.

"1. If the Phase is Idle, the contestmaster CAN start a game by
announcement that specifies Powers Per Contestant (a number) and Powers
Per Contestmaster (a number).  Upon such an announcement, the Phase is
flipped to Contestant Submissions."

2. Upon an announcement of the start of the game, each contestant SHALL, in a timely fashion, submit to the contestmaster a number of powers equal to the anounced number in the start of game announcement. The contestmaster SHALL reject any power if the same power has already been submitted to em this game.

"2. Within <time limit> after the Phase is flipped to Contestant
Submissions, each contestant CAN submit a number of powers equal to
Powers Per Contestant.  Submitting a power already submitted by another
contestant since the start of the current game is INVALID.  At the end
of this time limit (or when all contestants have submitted enough
powers), the Phase is flipped to Contestmaster Submissions, and each
contestant who has not submitted enough powers loses the game."

3. Once every contestant has submitted powers to the contestmaster, the contestmaster SHALL create a number of powers equal to the number e announced in the start of game announcement, and announce the full list of powers.

"3. In a timely fashion after the Phase is flipped to Contestmaster
Submissions, the contestmaster SHALL create a number of powers equal
to Powers Per Contestmaster by announcement.  Upon such an announcement,
the Phase is flipped to Bidding."
