Better expressed, from R1586:
If the Rules defining an entity are amended [...] its properties
continue to exist to whatever extent is possible under the new
definitions.
The definitions of "person" and "patent title" no longer allow the
property of bearing a particular patent title to continue to exist
for HP2.
Note that R1586 has a higher power than R649, which requires that
awarding and revokation be explicit.
