It's a precedent set in CFJ 1800, not game custom (at least not that I've noticed). Also, it's worth keeping in mind that that precedent only considers the question for appeals in inquiry cases, so if you ever try to initiate an appeal that way in a criminal or equity case, it's likely to result in a new CFJ. -root
