How about the Democratic Chamber bestowing a power equal to 3(F-A)/(F+A)? If all votes are For, a power of 3 is bestowed. If all votes are Against, a power of -3 is bestowed. If there's a tie (F=A), then 0 power is bestowed? Oh wait, I'm not playing this Nomic...
