You increased the VVLOP, but not the EVLOP. The AFO can only vote up to its
EVLOP.
The EVLOP gets set to the VVLOP in a bit. ;)
Furthermore, the EVLOP only applies to proposals distributed after
the weekly VVLOP -> EVLOP copying.
Incidentally, if you must overvote, at least do so egregiously (e.g.
1048576xFOR) so that I know I need to do the lookup. I may have
missed something from time to time (hence Rule 2034), though lately
I've been checking more closely because VLOP has been more up in the
air than usual.
