What if I make a Wager then give away all my Marks, and it gets accepted?

If you lose you'll be subject to a criminal case when you can't satisfy 
the MUST clause saying you must transfer those marks.

This parallels the above which doesn't say you CAN'T wager more than you 
have - it's just not permitted to do so. Although in this case you could 
argue it just wasn't a valid wager.
