Well, I typically use emacs to refill existing text, but I don't
normally work in emacs. When I'm writing new rule text, I use any
decent text editor I'm familiar with. Lately, that's been Komodo IDE
(which I use at work), with the edge line set at column 70 and tabs
set to 6 spaces. Actually, it seems to work just as well as emacs for
refilling rule text, so I guess I mostly use emacs out of habit at
this point.
