Revision (going with a full farming theme):

Proto: Crops
{
Create a new rule titled "Crops" with the text:
{{
Each type of Crop is a currency.. Ownership of Crops is restricted to
players. There are ten types of
Crops, represented by the numbers 0 through 9. All Crops of the same
numerical value are fungible. The Bankor is the recordkeeper of
Crops.

A player CAN Mill a given number by spending a Crop of the
corresponding type for each digit in that number's canonical decimal
representation.. A player CANNOT Mill a number if e does not
possess the required Crops to lose.

After an Ordinary Proposal is distributed, but before voting ends, any
Player CAN Mill the ID number of that proposal by announcement.
This has the effect of increasing eir voting limit on that Proposal by two.
This action may be performed multiple times by the same Player for the
same Proposal.

After a Democratic Proposal is distributed, but before voting ends,
any Player CAN once Mill the ID number of that proposal to gain 3 points.

When the CotC publishes a CFJ, but before that CFJ is answered, any
player CAN Mill the ID number of that CFJ by announcement to cause any
one Sitting player to Stand, or any one Standing player to sit.

Within 4 days after a new rule is added to the ruleset, any Player CAN
Mill the ID number of that rule by announcement to destroy one
land of eir choice.

A player CAN Mill the number 1234567890 to increase eir VVLOP by 1.
}}
Create a new rule titled "Land" with the text:
{{
Land is a class of non-fungible assets. Ownership of land is
restricted to players. Each land
possesses a name. The owner of a land MAY change its name by
announcement. The Bankor is the recordkeeper of Land.

A Digit Ranch is a type of land. Seed is a Digit Ranch switch with a
range of the integers from 0 to 9 inclusive. The Seed of a Digit Ranch
is flipped to a random value upon its creation, and thereafter CAN NOT
be changed. At the beginning of each week, each Digit Ranch creates
one Crop of the type corresponding to its Seed in the ownership of its
owner.

A Grainary is a type of land. Operator is a Grainary switch with
values of + (addition), - (subtraction), * (multiplication) and /
(division). The Operator of a Grainary is flipped to a random value
upon its creation, and thereafter CAN NOT be changed. Labor is a
Grainary switch with the values of Idle and In
Production. At the beginning of each week, the Labor of each
Grainary is set to Idle. A player MAY flip the Labor of an
Grainary e owns whose Labor is presently Idle to In
Production, and specify two Crops e owns by announcement. E loses
those Crops. E then forms and evaluates a mathematical expression
using only the values of those two crops and the value of the Operator
switch for that Grainary. If the result of that expression is a
number, e gains one Crop of the type corresponding to the value of the
ones digit when that number is expressed in base 10.
}}
Create a new rule titled "The Bankor" with the text:
{{
The Bankor is an Office. It's holder is the tracker of land and
digits.
}}
Append to R2126 in the list of ways VCs may be spent:
{{
f) A player CAN spend N VCs to create a land of eir choice in eir
possession, where N is equal to the number of lands e owns.
}}
Upon adoption of this proposal, BobTHJ becomes the holder of the
office of Banker.
}
