It's because pretty much all aspects of the game are tied into the
VC system. But at least it's not as bad as the Payroll Clerk (which
roughly corresponded to Accountor + Registrar + IADoP until the latter
roles were split out again) or Deckmastor (which tracked mostly
non-fungible assets).
This could also be an indication that self-ratification is the wrong
approach to take with the VC report. I've got another idea that I'll
proto up later.
I considered attempting some partial "ratify the portion of the report
that goes up to <cutoff date>" actions, but itemizing the report enough
to make that possible would be a whole extra load of work.
Once a ratification does finally go through, one change I'm definitely
going to make is to record failed changes with a note on why they
failed (e.g. "failed to gain +1R because e already gained +3R the same
week"), in case they turn out not to have failed after all. I may
also start including some "holdings as of <past date>" sections, so
that those can be cleaned up and ratified even while more recent points
of contention continue to be examined.
