Agora would morally have the option to cease being a B faction rather than
become bound by B rules.  For B to attempt to bind Agora without giving
it such an option would be patently unreasonable and morally invalid,
just as it would be if B were to unilaterally declare that Agora is
bound by certain rules despite having no formal relationship with B.

Legally, well, there's no applicable law at all.  Using the sovereign
states analogy, we're talking about international law here.  Inter-nomic
law is pretty much a blank slate at the moment.

As far as Agoran law is concerned, Agora would not be bound by B law
unless there were an enabling rule in the Agoran ruleset.
