I like this sort of idea. Might be better to leave it to the judicial system to
decide punishment. Something as simple as:
A player MAY NOT initiate or encourage hostile action against Agora.
might do the trick.
Could flooding work against Agora in its current state?
I think there's enough VCs, in the current Agora players to overwhelm a number
of new players on Ordinary proposals, and at higher powers flooders would need
to outnumber at a 2:1 or greater ratio. Partnerships might provide the only
loophole.
And there's the Weilder of Veto also...
speaking of which, who currently holds these positions (and Speaker)? The whole
AFO winning/overturned (CFJ 1777 I think?) has confused this a bit.
