[Stare Decisis has caused Agora to have a great number of un-written "rules" that presents a large barrier to a new player understanding and participating. It can be difficult to determine which past cases might hold sway over current actions (rule annotations help, but are not comprehensive). This proposal would only allow cases to guide future play for the limited amount of time that is required for Agora to vote on a proposal which clarifies the ambiguity in question.
