As part of the judgment on the question of veracity in an inquiry case
the judge MAY submit a proposal, known as a Judicial Proposal. A
Judicial Proposal MUST be Disinterested. A Judicial Proposal SHOULD
only address conflicts or ambiguities in the rules that relate to the
veracity statement of that inquiry case. The judgment of the question
in an inquiry case which includes a Judicial Proposal SHOULD guide
future play, including future judgments, until such a time as the
outcome of the included Judicial Proposal is determined. Judgments on
questions of veracity that do not include a Judicial Proposal, or
whose Judicial Proposal's outcome has already been decided SHOULD NOT
guide future play. However, this does not directly affect the veracity
of the statement.

[Stare Decisis has caused Agora to have a great number of un-written
"rules" that presents a large barrier to a new player understanding
and participating. It can be difficult to determine which past cases
might hold sway over current actions (rule annotations help, but are
not comprehensive). This proposal would only allow cases to guide
future play for the limited amount of time that is required for Agora
to vote on a proposal which clarifies the ambiguity in question. This
would allow any player to determine the legality of actions based
solely upon the ruleset and the events of the past 2-3 weeks.]
