I have an argument for TRUE: rule 2158 only places the obligation to not
assign an inappropriate judgement on judges.  Anyone who is not a judge is
not bound by that requirement.  At the time the CFJ was called, which is
the time at which the veracity of its statement is to be judged, it had
no judge, and so there was no one under that obligation.  Hence it was
permitted, albeit impossible, to assign any valid judgement whatsoever.
