This allows the player with the maximum fatigue to change eir posture
to sitting and back to standing in order to reduce eir fatigue to the
next greatest.

I don't see any problem with allowing the CotC to globally decrease
fatigue values, although I don't see any particular need for it
either.

Works for me, although I'm presently rethinking increasing fatigue by
the number of cases.  If a player is assigned 5 linked cases, and
another player subsequently becomes standing, the second player would
have to wait for 5 rotations before getting a case.

I haven't thought about it.  The present rule doesn't touch posture at
all when a case is transferred.
