A player performs an action "by announcement" by announcing that
      e performs it.  Any action performed by sending a message is
      performed at the time date-stamped on that message.

I just noticed:  "A player", not "A person"?

This implies that non-player persons cannot perform actions by
announcements.  If this is the case, then no registrations between
August 6, 2005 and August 2, 2007 have been successful (and possibly
none since, depending on whether P5111 really passed).

It would also probably invalidate some CFJs initiated by non-players.
