Yes. The title should be revoked from inactive/deregistered MWPs first.
Proto wording (I'm sure this can be improved):
Rule 1922(e)
Minister Without Portfolio, to be awarded to any player who
wins the game.
If the number of persons bearing this title is greater than
the number of Prerogatvies define by the rules, then
this title is revoked from persons bearing this title who
are not active players.
If the number of active players bearing this title is greater
than the number of Prerogatives defined by the rules, then
this title is revoked from the Speaker.
In the unlikely event that all MWPs were inactive and/or deregistered,
then we would lack a Speaker. Has that ever happened before?
Is lacking of Speaker a problem with the current rule set? I don't think they
have any responsiblities that are essential to the game.
