I still think "reckless as to its veracity" is unclear. Suggested
revision of the first sentence:
A person SHALL NOT make a public statement unless e believes e
is telling the truth.
This covers cases where a player intends to make one statement, but
(due to a typo) makes a different statement about which e held no
conscious belief at the time of publication.
