As previously noted, the US House and Senate have voting strengths
directly in line with their proposed uses here (except that, instead
of one representative with multiple votes, they have multiple
representatives with one vote apiece). If you don't like being
US-centric, perhaps "District" and "State"?
"Democratic" proposals cannot be adopted with a simple majority.
They offer all the natural voters equal voting power. This is eminently
democratic.
This is one primary aspect of democracy. The other is majority rule
vs. minority rights, which (of course) is not a simple issue.
Also, even though such proposals are democratic from the viewpoint of
players, they're increasingly republican from the viewpoint of (1)
states, (2) districts, and (3) the imagined populations thereof. The
point of the "republic" metaphor is to encourage assigning additional
attributes to these entities, a la Civilization, and try to make an
interesting sub-game of it.
