It has nothing to do with regulation.  There is just no rule that
indicates *how* one may flip eir truthiness.  Rule 2162 defines what
flipping a switch means, but it doesn't specify a way to do it.  The
definitions of other switches explicitly define announcement under
certain circumstances as a mechanism for flipping those switches, but
Truthiness does not.
