If this comes back TRUE, I recommend against patching it out. A
general-purpose way to resolve unforseen controversies would be a very
useful failsafe if the need ever came up.

Perhaps a General Case should be initiable with (say) 2 support if it
specifies all the information required (judicial questions, etc).
I would also define a few required (or automatic) possible judgements
for any judicial questions possessed by a general case, along the
lines of UNDECIDABLE. Probably OTHER as well, just in case no defined
judgement is appropriate.
