It would certainly force some innovation in proposal-writing.
Trivial to work around. Hypothetical example:
Proposal 6000 (Foo, part 1 of 2) AI=1
This proposal has no effect unless "Foo, part 2 of 2" receives
votes sufficient to adopt it.

Proposal 6001 (Foo, part 2 of 2) AI=2
This proposal has no effect unless "Foo, part 1 of 2" receives
votes sufficient to adopt it.
