I thought the above meant my EVLOP is 4.

No. You can only cast 1 vote on ordinary proposals in that batch, because
at the time they were distributed your EVLOP was still at its initial
value of 1. Following Murphy's VC spending and the end of the week, your
EVLOP is now 3, so you'll be able to cast 3 votes on ordinary proposals
in the next batch (tomorrow) and the batch after that (2007-08-11).
