Hmm.  There's still possible inducement to vote contrary to one's
conscience.  There is no longer the incentive to vote AGAINST a good
proposal, if the proposer has made it disinterested.  But there's still
the incentive to vote FOR a bad proposal in order to distribute the
rewards.  Anyone could propose, interested with AI=2, "All my friends
are coauthors of this proposal.  Amend rule 2152 ...", with the coauthor
bonus providing a reason to vote FOR a scam that breaks the obligation to
follow the rules.  Minting arbitrary amounts of VCs otherwise takes AI>=3.

I'm not sure whether I'd vote against allowing interested democratic
proposals due to this.  In principle it compromises the democratic nature,
but the effect is slight.
