But R1950 specifies a default voting limit of one for eligible voters
on ordinary proposals.  R2126 will set Wooble's VLOP to 1 at the end of
the week, but redundantly so.  R1950's VLOP provisions are not affected
by R2126's delay to the end of the week.

Things might get more complicated if a former player rejoins who had
VLOP != 1 at the time of deregistration.

I've been meaning to refactor all the voting limit rules to avoid this
kind of confusion, but I held off because those rules were in flux
so much.  There are no relevant proposals under vote now, though, so
proto soon, unless someone else gets there first.
