This is just popped into my head, and I thought I would write it out for comments. Essentially, this broadens current offices by converting them into 3-person committees. By doing so, it provides redundancy to official duties and thus eliminates a considerable amount of ruletext designed to compensate for officers who fail in their duties.
Proto-proposal: Committees AI 3 { Rename R1006 to "Committees" and amend it to read: {{ A Committee is comprised of up to three different Players (its members), one of which is designated the Chair for that Committee. A Committee with less than three Players is said to have a vacancy. Any Player MAY join a Committee with a vacancy without Objection. Any Player MAY replace another Player on a Committee with Agoran Consent. Any Player MAY leave a Committee they are part of by announcement. Committees may be assigned duties and special powers by the rules. Any non-suspended member of a Committee MAY act on behalf of that Committee to fulfill those duties and exercise those powers. The Chair of a Committee MAY suspend or un-suspend a member of the same Committee by announcement. Suspension is local to the Committee in question, and being suspended in one Committee does not prevent a Player from acting on behalf of another Committee they are a non-suspended member of. The Chair of a Committee may voluntarily relinquish the title to another member of the same Committee by announcement. If a Committee fails to satisfy a Timing Order to perform a certain duty required in the rules, then the Chair of that Committee ceases to be a member of that Committee. }} Amend R2143 to read: {{ For each Committee, the rules may designate certain information that is to be included in that Committee's regular report. The Chair of a Committee is REQUIRED to maintain all information that is to be included in the Committee's report (if any), and the other members of that Committee are ENCOURAGED to maintain said information as well. Each Committee MUST publish all such information on a weekly basis, unless otherwise specified. Each Committee's report shall include (in addition to any other required information) a summary of recent actions taken by that Committee. }} Rename R2139 to "Registration Committee" and amend it to read: {{ The Registration Committee is responsible for keeping track of Players and watchers. The committee's report shall include: * Each Player's nickname (if any) and listed e-mail address(es) * The date on which each player most recently registered * The activity status of each Player, either Active or Inactive. * A list of all Fora, with sufficient data regarding each forum to allow Players to receive messages there. * A list of current watchers At a minimum of once every quarter, the Registration Committee SHALL query all watchers. Any which fail to respond to the query SHALL be removed from the watchers list. The Registration Committee MAY remove any inactive player from a Committee by announcement. The Registration Committee MAY change the publicity of any forum without objection. }} Amend R478 by removing the paragraph (and bulleted sub-points) that begin with "The Registrar may" Amend R2130 by removing the last paragraph Repeal R103 "Always a Speaker" Repeal R402 "Church and State" Rename R2138 to "Administration Committee" and amend it to read: {{ The Administration Committee is responsible for keeping track of the various Committees and their reports. The Administration Committee's report shall include: * The members of each Committee. * The Chair of each Committee. * The date on which each member joined a Committee. * The date of the most recent official report of each Committee * The date of the most recent ratified official report of each Committee As soon as possible after all members of any one Committee have been members of that Committee for at least one month, the Administration Committee SHALL submit a disinterested proposal with AI 1 for each member of that Committee, the sole text of which would remove that member from that Committee. As soon as possible after a Player is the Chair of three or more Committees, the Administration Committee SHALL remove that player from the membership of one such Committee by announcement. If ever a Committee does not have a member who is designated as the Chair for that Committee, the Administration Committee SHALL as soon as possible designate the member of that Committee who has been part of that Committee for the longest period of time as its Chair. As soon as possible after any official report reaches two weeks of age from the time it is posted, the Administration Committee SHALL attempt to ratify said report. The report becomes ratified without objection. When a document is ratified, the gamestate is modified so that the ratified document was completely true and accurate at the time it was published. Nevertheless, the ratification of a document does not invalidate, reverse, alter, or cancel any messages or actions, even if they were unrecorded or overlooked, or change the legality of any attempted action. }} Repeal R1551 "Ratification" Rename R1377 to "Historical Affairs Committee" and amend it to read: {{ The Historical Affairs Committee is responsible for keeping track of the history of Agora. The Historical Affairs Committee's report shall include: * A list of all Patent Titles (both past and present) awarded and not revoked. The Historical Affairs Committee is ENCOURAGED to maintain historical records of Agoran documents, such as proposals and CFJs. The Historical Affairs Committee SHALL maintain the page about Agora on the NomicWiki at nomic.net by ensuring it is accurate and up to date on no less than a monthly basis. This page, when updated, is to include a list of current players. The Historical Affairs Committee is also ENCOURAGED to advertise Agora in other suitable locations. }} Amend R649 by removing the last two sentences. Amend R2129 by replacing all instances of "The Herald" with "The Historical Affairs Committee" and replacing the first paragraph with: {{ When a Player is placed "In the Chokey", they are awarded the patent title of "In the Chokey" }} Rename R1051 to "Rules Committee" and amend it to read: {{ The Rules Committee is responsible for maintaining the text of the rules of Agora. Repeal R1450 "Separation of Powers" Amend R107 by removing the sub-item marked "c" and renumbering item d to c. Rename R2137 to "Elections Committee" and amend it to read: {{ The Elections Committee is responsible for collecting votes on Agoran Decisions. The Elections Commitee's report shall include: * Each player's voting limit on ordinary proposals * Each player's voting credits As soon as possible after the end of the voting period for an Agoran Decision, the Elections Committee SHALL publish the results of said decision. Said publication is only valid if it clearly identifies the Agoran Decision in question and specifies which of the available options was selected by Agora. }} Repeal R2117 "Replacing the Vote Collector" Repeal R208 "Resolving Agoran Decisions" Amend R955 by replacing "vote collector" with "Elections Committee". Rename R1607 to "Legislative Committee". Quorum for any rubberstamped proposal may not exceed 3. }} Rename R889 to "Judiciary Committee" and amend it to read: {{ The Judiciary Committee is responsible for receiving and distributing Calls for Judgment (CfJs) and Appeals. The Judiciary Committee's report shall include a summary of all recent CfJs, including its caller, statement, judge (if assigned), and judgment (if rendered). As soon as possible after a CfJ becomes open, the Judiciary Committee SHALL assign an eligible Player to Judge that CfJ by announcement. That Player remains the Trial Judge for that CfJ until e is recused or becomes ineligible to judge it. A Trial Judge's deliberation period on a CfJ begins when e is assigned to Judge it by the Judiciary Committee, and ends exactly one week later. As soon as possible after the end of the deliberation period on a CfJ that has not yet been judged, the Judiciary Committee SHALL recuse the Trial Judge by announcement. }} Amend R2024, R2133, R1564, R1447, R1804 and R2132 by replacing "The Clerk of the Courts" with "The Judiciary Committee". Amend R1868 by deleting the second paragraph. The Foreign Affairs Committee's report shall include: * A list of each Agoran Protectorate * The location of the closest eqivalent to a public forum for each Agoran Protectorate. * A history detailing all major events pertaining to Agora's Protectorates. As soon as possible after Agora passes a proposal that would alter a Protectorate's ruleset or gamestate, the Foreign Affairs Committee SHALL notify the Protectorate of said change through a notice to that Protectorate's public forum (or closest equivalent). Should Agora incur powers or obligations as a player (or equivalent) in another Nomic, the Foreign Affairs Committee SHALL act on behalf of Agora to fulfill those obligations and exercise those powers. }} }
