This is just popped into my head, and I thought I would write it out
for comments. Essentially, this broadens current offices by converting
them into 3-person committees. By doing so, it provides redundancy to
official duties and thus eliminates a considerable amount of ruletext
designed to compensate for officers who fail in their duties.

Rename R1006 to "Committees" and amend it to read:

A Committee is comprised of up to three different Players (its
members), one of which is designated the Chair for that Committee. A
Committee with less than three Players is said to have a vacancy.

Any Player MAY join a Committee with a vacancy without Objection. Any
Player MAY replace another Player on a Committee with Agoran Consent.
Any Player MAY leave a Committee they are part of by announcement.

Committees may be assigned duties and special powers by the rules. Any
non-suspended member of a Committee MAY act on behalf of that
Committee to fulfill those duties and exercise those powers. The Chair
of a Committee MAY suspend or un-suspend a member of the same
Committee by announcement. Suspension is local to the Committee in
question, and being suspended in one Committee does not prevent a
Player from acting on behalf of another Committee they are a

relinquish the title to another member of the same Committee by
announcement.

If a Committee fails to satisfy a Timing Order to perform a certain
duty required in the rules, then the Chair of that Committee ceases to
be a member of that Committee.

unless otherwise specified.

Each Committee's report shall include (in addition to any other
required information) a summary of recent actions taken by that
Committee.

The Registration Committee MAY change the publicity of any forum
without objection.

If ever a Committee does not have a member who is designated as the

as possible designate the member of that Committee who has been part
of that Committee for the longest period of time as its Chair.

As soon as possible after any official report reaches two weeks of age
from the time it is posted, the Administration Committee SHALL attempt
to ratify said report. The report becomes ratified without objection.

When a document is ratified, the gamestate is modified so that the
ratified document was completely true and accurate at the time it was
published.  Nevertheless, the ratification of a document does not
invalidate, reverse, alter, or cancel any messages or actions, even if
they were unrecorded or overlooked, or change the legality of any
attempted action.

Protectorate's public forum (or closest equivalent).

Should Agora incur powers or obligations as a player (or equivalent)
in another Nomic, the Foreign Affairs Committee SHALL act on behalf of
Agora to fulfill those obligations and exercise those powers.
