After looking at the fora of the proposed/possible protectorates, I'm a
little concerned at the conflict of interest involved with the particular
events in those fora. Proto:
Amend Rule 2147 by replacing:
A player of said nomic may then cause that nomic to
become a Protectorate by announcement to the public forum.
with:
A player of said nomic may announce that a potential
Protectorate meets the conditions for becoming a protectorate.
As soon as possible after such an announcement, the Ambassador
shall appoint a single Agoran player who is not a member of said
Nomic to be minister without portfolio (MwoP) for that nomic.
As soon as possible after appointment, the applicant nomic's
MwoP shall either approve or deny protectorate status for the
nomic, with support. The MwoP is encouraged to make eir
decision based on whether the requirements for protectorate
status were placed in the nomic's ruleset in a method
commensurate with respect for the nomic's independent status
and decisionmaking capabilities.
