This assumes R1698 is the first rule to be changed. Per rule 105 all
rule changes will take effect sequentially, which means that if 1698 is
the /last/ rule to be changed, then we'll still be able to pass rules
within four weeks (though exactly what changed could be a matter of much
debate). And since the proposal doesn't specify the order, I'd presume it's
up to the rulekeepor to decide.
