I dislike this. I think the reporting requirement for activity should go where activity is defined, in rule 2130, as it currently is. This is more maintainable than what you propose. I'd support moving some reporting bits out of rule 2139: the fora list reporting part belongs in rule 478. The reporting of the current set of players and registration dates doesn't seem to have anywhere else to go, though: I think that's the basic job of the registrar, and so can sensibly stay in rule 2139. -zefram
