Are you talking about this provision of rule 789/7?
The Rulekeepor may remove such an annotation only if that Rule
is repealed; if required to do so by a valid Order; or if the
original Order to annotate is amended, stayed, or vacated. The
Rulekeepor may vacate an Order to annotate a Rule Without
Objection. Annotations to a Rule may not be modified in any way
except as specified in this Rule.
I don't see a great deal of latitude given the Rulekeepor here. For
actual removal, the Rulekeepor may choose *not* to remove an
annotation if the rule is repealed, but the SLR only includes
annotations for existing rules. If the Rulekeepor is ordered to
remove an annotation, then e must remove the annotation, so there's no
choice there. I don't see why the Rulekeepor should not be permitted
to keep an annotation in the ruleset after the relevant order to
annotate is vacated, unless the annotation is incorrect --- but the
Rulekeepor could be ordered to remove the annotation in this case.
