Oh hey, that was my other power replacement:

   The Rules are a family.

   Each Rule shall have one parent and at most two children.
   Rule 101 is the Matriarch.  The difficulty of amending a Rule
   is inversely proportional to its distance from the Matriarch.
   
   The first two generations from the Matriarch, including
   the Matriarch, are the Elder Rules.  All non-Elder Rules
   defer to the Elder Rules.  [Total possible elder Rules: 7]

   The second generation of the Rules from the Matriarch are
   the Tribe Elders [4 Tribes].  The Ruleset shall list each
   non-Elder Rule's Tribe, and its generational distance from
   the Matriarch.

   A Rule always defers to Rules of an older generation within
   its Tribe.  There is no default deference implied between
   Tribes.  The Rules of a Tribe can claim certain matters as
   to be a part of its Tribal Taboos, if so, all other Tribes
   defer to that Tribe for that matter, regardless of generation.  

   There can be no more than 8 generations in the family 
   [255 Rules maximum].
