Not under my proposed rule. I based it on the expectation that the change of partners results in the partnership being a different legal person, and hence needing to register anew if it is to be a player again. See my earlier CFJs on identity of partnerships. Murphy's preceding proposal would handle partnerships changing members, but not initial registration. Both proposals together provide full coverage. -zefram
