R107 doesn't say when the public have to agree on the set of eligible voters. I think we were all in agreement on who was eligible at the start of the voting period. If eligibility for a decision can change over time, I think R107 only requires the class description to be sufficient for public agreemennt at the time the initiation notice is published. -zefram
