gives a clear indication of any intent whatsoever.  It's essentially a
large noun phrase.  I've seen protoproposals posted this way before.

I've never been Promotor, or whatever we're calling that office these
days, but if I were, I would never consider a message of this form to
be the submission of a proposal.  You can take this as a policy
statement, if you like.
