All those happened because of things like "paying" and "pay out" and just "transferring" currency being different rules-defined concepts, so confusing these did create ambiguity between different rules-defined actions. As long as there's only one thing to do that's like expending or spending or paying you should be fine.

Maud is right, that R754 claims precedence over other rules
governing lanaguage, so that weak "may" is probably overruled by
754 anyway and would have no effect at all.

(By the way, Goethe, your MUA keeps breaking subject lines and
