Arguments:

The rules make use in several places of "trigger phrase events". An example of 
such an event is "the Fields Wither" in Rule 2709 - it is not a definition, per 
se, but rather describes something that triggers when another rule causes an 
event to happen.

Trigger event phrases themselves are not necessarily actions, but I believe 
that CAUSING a trigger event to happen is. I admit I don't have a particularly 
strong argument for this, it just seems like common sense to me.

If causing a player to score a number is an action (as I believe it is) then it 
is an unregulated action. Therefore, by Rule 2125, the rules should not be 
interpreted as to prohibit me from doing it.

Rule 2125 provides three tests for an action's regulation, any one of which is 
sufficient for the action to qualify. These tests are:

1. The rules limit, allow, enable, or permit its performance.

The rules themselves cause players to score numbers in some place, but in no 
place do they currently purport to regulate scoring in this way.

2. The rules describe the circumstances under which the action would succeed or 
fail.

Once again, the rules describe no such circumstances for causing a player to 
score a number.

3. The action would, as part of its effect, modify information for which some 
player is required to be recordkeepor.

This test is what usually makes causing trigger phrase events regulated. For 
example, it's why I can't cause the fields to wither - that would modify 
information that the Land Managor is required to track. But scoring a number 
doesn't do this! It doesn't modify card holdings at all, but rather merely 
enables and requires the Numerator to grant cards, and this information is not 
tracked by any player.

Therefore, causing a player to score a number is unregulated.
