Under the proposal as written, unnumbered rules would presumably be "tied" and would therefore be changed in the order they were enacted. But it does raise the question of what would happen if a proposal tried to simultaneously change a numbered and unnumbered rule. So I guess you did manage to find a situation that wasn't covered! I withdraw my vote FOR Proposal 9341. I vote AGAINST Proposal 9341. - Galle
