BUS: Intent to clean grammar

I intend, without objection, to clean Rule 991 (Calls for Judgement) by
replacing "a being" with "being" within this text:

      To "remove" or "recuse" a person from a being the judge of a CFJ

I intend, without objection, to clean Rule 2415 (Badges) by replacing
"participating in specific event" with "participating in a specific
event".
