I judge TRUE. The text of Rule 2415 is slightly ambiguous; however, in this case, the most reasonable reading is that awarding all of the patent titles constitutes a single action. The parallel use of the word "simultaneously" in Rule 2415 and Rule 478 is a confounding element, but ultimately not strong enough of a connection to compromise the other, more sensible, reading. There is also no current rule text or precedent readily available limiting the number of patent titles that can be awarded in a single action.
