You created it on 2023-10-17 [1] and amended it on 2023-10-20 [2]. It looks
like it just never got picked up in the Notary's report [3], as it's not
even mentioned in the history.
As far as I can tell, the promises section of the Notary's report
self-ratifies (R2618 + R2698), but the pledges and contracts sections don't.
("X is the recordkeepor of Y" implies that X's report contains Y, but the
reverse -- which is how R2608 does it -- doesn't necessarily hold.)
Thus, I issue a CoE on yesterday's Notary report: the report should show the
"Registrar Standard Contracting" contract, as amended. I'll publish an
updated report momentarily.
