Arguments:
In the past, persons attempting to perform actions reserved to players
have not been considered to register as a result, e.g. CFJ 3776 is
directly analogous. However, in that case, the attempt failed because
players generally didn't realise it was a registration attempt.

In this situation, a person who (as far as I know) had not previously
posted at Agora attempted to award a welcome package, an action which
a) is reserved to players and b) is normally one of the first things
that is done after a registration, which immediately made me think that
the message was a registration attempt. Is that sufficient to cause the
registration to work?
