Arguments:

This judgement relies on a few assumptions:

1) The Herald's report has been ratified to include Elysion's status as a
fugitive of the old law.

2) Proposal 8617 to forgive all fugitives failed due to ambiguous wording.

3) Nothing else has happened that would change Elysion's status as a
fugitive of the old law.

As all of these seem to be true, I have judged TRUE.

Evidence for 2: "Agora formally forgives all fugitives listed on the most
recent scroll
of Agora." (Text from P8617, forgiving fugitives was not defined by the
rules at the time.)

I recommend a proposal to more explicitly remove the fugitive delegations
(Though they are kinda fun to keep around since they don't do anything),
and also note it may be a patent title, as the Herald is responsible for
tracking Patent Titles in eir monthly report, which got ratified to include
these delegations.
