[For context, Yellow Ribbons used to exist for Tournaments,
but were removed for some reason? Let's add them back.]

Amend Rule 2438 ("Ribbons") by adding the following ribbon to the list,
between Orange and Green:

- Yellow (Y): When a player is a Gamemaster of a tournament that has a
  winner, or when e earns the patent title Thesis Reviewer, that player
earns
  a Yellow ribbon.
}

Amend Rule 1367 ("Degrees") by appending the following:

When a player is awarded a Degree, that player CAN award one
or more players the patent title Thesis Reviewer, and e SHOULD
only do so if e feels those players contributed to earning that degree.

I was unsure so I did them all separately...
Either way, I'm not even sure if we should be filling in past Yellow
Ribbons?
But if we are, I suppose we should add/remove some players to this.
If we are adding, we can just have a separate proposal, and removing,
we can just vote against.]
