The centralized control is harder to enforce unless the hardware requirements are substantially high (as they are now), in which case it will be out of reach for "each of us" to have a version of anyway. It's easier to keep an eye on thousands instead of millions. The eyedropper issue is a result of those hardware requirements as well, not regulation. But of course it does go well together with any kind of censorship or use restrictions. But in America we're unlikely to see any crackdowns under Trump.
