Explain something to me about the debate over daylight saving time.

Why can't schools, businesses, etc. simply change their hours if they want
more daylight before or after school and work? Do people want everything to
run on the same mandated hours so that parents work times and kids' daycare
school are in sync?

I have in the past worked for companies that went on "summer hours" to
maximize the daylight hours for other activities after work. Basically,
double DST. Perhaps the surprising thing about it was I don't think the
company gained anything, they did it because employees liked it.

Also, several of the companies I worked for had "flex hours". Typically
this gave employees 1 or 2 hours flexibility on their start time as long as
they put in their 8 hours and everyone was in the office for some core
period like 10-4.
