CAF/RDOF are already done.  BEAD is a federal example, yes.  There are many
state programs.

ACP was only for the consumer's monthly service - NOT for the
infrastructure for a company to build with.  That's also not funded at this
point.  It may return next year.

BEAD was looking to be 100% fiber.  It seems like it's only 99.999% right
now.  This leaves a really tiny piece for fixed wireless - but of course it
needs to be licensed/lbr and can't be unlicensed.
