According to the Google AI:

Neither Android nor iOS natively support WAV files, but you can use
third-party software to play them. Here are some options:

   - Remote Wave Free
A free app that you can download from the Android Market. You can use it
to listen to voicemail emails, pause, stop, and exit messages, and forward
   or file them.
   - Spotify
Supports WAV files, MP3, and M4A. There is no file size limit, but
larger files may take longer to process.
   - Jumpshare
A free online WAV file viewer that works in most modern browsers,
including Chrome, Firefox, and Safari. You don't need to download an app or
   register for an account.

WAV files are a Microsoft format, so they are most supported on Windows
machines. Some free cross-platform players that support WAV files include
VLC.
